It is on a concrete slab with 2 outside walls and a wall to an unheated attached garage. I glued 2 6mm thick sheets of Cerazorb synthetic cork directly on the concrete. It was super easy to lay the wire on top on the cork using the metal clip system provided. To be safe, I laid a sheet of 1/4" luan plywood on top of the wires while laying the tile. I had some problems since one of my thermostats had a humidifier and no power but the first one was a simple install. The support team got me updated and running quickly with the second.
